Well, that scale is commonly known as the Beaufort scale. In 1805, this scale was formulated by the Irish hydrographer Francis Beaufort. Though, before this, few scales were available to estimate the wind speed, he standardised the scale so it could be used by everyone without any confusion while observing the conditions.
This scale uses the criteria like calm, breeze, gale, storm, hurricane using the visible observations on land and sea to estimate the wind speed quantitatively. This means it gives us the wind speed in numbers rather than only using calm, breeze and so on.
